Report of the Special Rapporteur on the situation of human rights in the Russian Federation, Mariana Katzarova
р.32
In March 2022, Anatoly Chubais, a former senior official and the best-known economic reformer in the Russian Federation, left the country and resigned from his government post after sending a letter to Mr. Putin criticizing the decision to invade Ukraine and urging an immediate end to hostilities; he was thereafter publicly attacked by the President. A campaign against him and his associates began in January 2025 after two senior members of the State Duma, Andrei Kartapolov and Andrei Lugovoy, sent a formal request to the Investigative Committee of the Russian Federation and the Prosecutor General’s Office to investigate Mr. Chubais, claiming that “the country lost funds that would have been very much needed in the special military operation zone”. Mr. Lugovoy, whom authorities of the United Kingdom of Great Britain and Northern Ireland had identified as the prime suspect in the 2006 poisoning of Alexander Litvinenko with polonium in London, was never extradited by the Russian Federation to stand trial. Mr. Lugovoy called Mr. Chubais a “traitor who shamefully fled Russia” and warned that “the enemy must be punished” while alleging that Mr. Chubais had close ties to British authorities. 18 At least 22 persons connected to the Rosnano Corporation face criminal charges of embezzlement, relating to the period during which Mr. Chubais headed it, and civil claims have been brought in parallel. In April 2026, Boris Galkin and, in September 2026, Andrei Kushnaryov were sentenced to nine years’ imprisonment; in June and July 2026, Andrei Malyshev and Irina Rapoport received sentences of 12 and 15 years in absentia, respectively.
